Remarks by Li Yang at the FGV Seminar: A China no Cenario Internacional

Dear colleagues and friends,

Ladies and gentlemen,

Good afternoon.


Thank you so much for inviting me to this wonderful event, which allows me to present my personal points of view on this very important topic. Thanks to over 30 years of reform and opening-up, China has achieved substantial progress in economic and social development. The Chinese people are patriotic, yet are also a people with a global vision. While keeping growing, China is assuming, and will assume more international responsibilities and obligations within its capabilities. Using this opportunity, I would like to illustrate and outline China's international role and contributions from the following angles.


Firstly, international politics dimension: China is one of the constructors and promoters of a more just and equitable international order.

Together with the rest of the world, China is consolidating and improving the current international system which is generally effective to preserve peace and promote development. As one of the founding members of the United Nations and the first country to put its signature on the UN Charter, China is firmly upholding the international system with the UN as its core, the basic norms governing international relations embodied in the purposes and principles of the UN Charter, the authority and stature of the UN, and its central role in international affairs. We will continue to be committed to the multilateralism. China is actively supporting almost all projects and missions led by the UN. One of the recent examples in this regard is, we put in a capital for the China-UN Peace and Development Fund, and the Fund has been officially inaugurated. We can expect that, China's support for multilateralism will increase as the country continues to develop itself.

China is strongly advocating and upholding a more advanced international morality system to guide and bind international practice. China has been consistently opposing hegemony, military blocs or alliances in any form. China believes that countries should treat each other as equals, irrespective of their size, strength and wealth; respect the diversity of world civilizations and different development paths; promote democratization of international relations. China consistently stands for peaceful settlement of international disputes, advocates the Five Principles of peaceful coexistence, namely, mutual respect for sovereignty and territory integrity; non-aggression; non-interference in each other's internal affairs; equality and mutual benefit; and peaceful co-existence. Some people worry that China will seek hegemony once it becomes strong. Such concerns are unnecessary. China has been bullied by others for a long time. We have never bullied and will never bully others, never seek hegemony and expansion even if we get really strong. This is the solemn commitment we have reaffirmed repeatedly to the international community. We mean what we say.

China is also leading the way in forging a new type of international relations, building a community of shared future for mankind, as said by President Xi jinping in Geneva in January of this year. Mankind is facing numerous, pressing challenges and risks. Cold War mentality and power politics still exist. Meanwhile, non-traditional security threats, particularly terrorism, refugee crisis, food crisis, infectious diseases and climate change are spreading. All countries should jointly shape the future of the world. From the principles of equality and sovereignty established in the peace agreement of Westphalia over 360 years ago to international humanitarianism affirmed in the Geneva Convention; from the four purposes and seven principles enshrined in the UN Charter to the above-mentioned Five Principles, many principles have become widely accepted, and they should guide us in building a community of shared future for mankind. China believes that international community should jointly promote partnership, security, and inter-civilization exchanges, and build a sound ecosystem. China has started its forward-looking actions, including supporting and even leading the international campaign combating climate change, to promote the establishment of the Global Energy Interconnection.


Secondly, international economy dimension: China is one of the major stabilizers and engines to ensure the growth of global economy.

China sets a right direction for the world economic development, which is an open, inclusive, innovative, interconnected, balanced and sustainable world economy. While materializing this prospect, in order to address both the symptoms and root causes of global economic problems, China's national leaders propose to strengthen macroeconomic policy coordination, safeguard international financial stability; break a new path for growth and generate new growth momentum; continue to promote facilitation and liberalization of trade and investment; not to adopt new protectionist measures, enhance infrastructure connectivity; bring developing countries into global value chain and help them realize common development, so as to reduce the inequality and imbalance globally, deliver the benefits of development to people of all countries.

China has offered some effective mechanisms, platforms and tools to support the growth of world economy. China proposed to establish the Asian Infrastructure Investment Bank, and is helping fund the infrastructural construction of developing countries in the region. China put forward the Belt and Road Initiative to achieve shared development. Over 100 countries and international organizations have supported the Initiative, and a large number of early harvest projects have been lunched. China is positively pushing for improving global economic governance under the G20 framework. Mainly due to China's promotion, the development issue is high on the G20 Hangzhou Summit agenda. China stresses that G20 should forestall risks in financial market and make the financial sector truly serve the real economy. Additionally, China, together with others, has created many institutional bilateral arrangements to facilitate economic and financial co-operations, one of which is the China-Brazil Co-operation Fund.

China, through its own efforts and the progress it achieved, has accumulated valuable experiences for others in developing their national economies. To some extents, I may say that China has even factually found some feasible ways for the rest of the world to keep growth of economy. During the first half of this year, China's GDP has been increased by 6.9%. Compared with other major economies, not only the speed of growth is relatively high, but also the quality of growth is much better. What are the fundamental reasons behind this? Among all relevant factors, two points are particularly important: reform and innovation. Led by President Xi jinping, the whole country has been deepening reforms on almost all frontiers. In the field of economy, the focus is on structural reform, and the main tasks are cutting overcapacity, destocking, deleveraging, reducing corporate costs and storing up weak spots. On innovation, Now days more and more people are talking about the so called China's new four great inventions. I don't want to go into details of that. Anyway, all these support a faster and more healthy growth, and lead to a very promising economic situation.


Thirdly, international security dimension: China is one of the upholders and contributors of international peace and security.

China pursues a new security norm featuring comprehensive, cooperative, common and sustainable security, which is conducive to international peace, stability and security. In our understanding, all types of security challenges and risks we are facing should be addressed in a comprehensive way; various national security expectations and needs could only be met through international co-operations; security benefits should be for all countries on the same equal footing, rather than for one particular country or several specific countries; and the security bonus should be lasting. We also believe, peace, stability and security should be paid much more attention, since without peace, stability and security, there could be no development to speak of. Therefore, we support candid dialogue and cooperation in the fields of traditional and non-traditional security, and promote interaction between political, military security and economic security. 

China is positively pushing for and participating in the global security governance. China has joined all of the international organizations, regimes and legal documents regarding arms control, disarmament and non-proliferation. China supports the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty concluded in 1996, and supports negotiating and concluding a fissile material cut-off treaty. China is actively calling for making new multilateral rules and regulations to ensure the security in, and peaceful uses of outer space. Given the more and more pressing security challenges in cyber space, China strongly believes that there is the necessity to work out relevant international regulations, making sure the cyber space would be secure and solely used for peaceful purposes. China is also pushing for the improvement of the global nuclear and biological security regimes.

China has made, and will continue to make great contributions to the international peace and security. Having sent roughly 25.000 personnel to more than 30 United Nations peacekeeping missions, China is the biggest peacekeeper contributor among the permanent members of the UN Security Council. China's naval vessels have been participating in the international convoying for many years. In the fields of international disaster relief, prevention and cure of infectious diseases, China's role has been highly appreciated. China created the Six-party Talks mechanism with a view to peacefully resolving Korean peninsula nuclear issue, and has also been constructively participating in the peaceful solution process of Iranian nuclear issue, Syrian chemical issue, and Palestine and Israel issue.


Dear colleagues and friends,
China is still a developing country. Therefore, while developing itself, China attaches great importance to safeguarding the overall interests of developing countries. From 1950 to 2016, China provided foreign countries with over 400 billion yuan of aid, and we will continue to increase assistance to others as our capability permits.

Among the developing world, Brazil is one of our close friends, qualified partners and real brothers. We two countries share so many similarities: big size, large population, brilliant culture, nice people, developing country, emerging market, great potential, and responsible manner and just stand on international issues. We don't have any problems or difficulties between us. Most importantly, we are moving closer and closer towards each other, either politically, or economically and culturally.

We two countries have established diplomatic relations for more than 40 years. 20 years ago, Brazil became the first developing country to establish strategic partnership with China. Since then, China-Brazil relations have brought huge benefits to the two countries and peoples, creating opportunities for each other's development. Our relations is now at its best in history and has assumed greater strategic and overarching significance. In my view, there are still much more room to deepen and widen our bilateral exchanges and co-operations in various fields. For a brighter future of our two great nations, for a safer and more prosperous world, let's work together, step by step, hand in hand.
